There is great difference between Proposal and Implement
And

Screening test can bring change means
Non serious aspirints can out from this process
No need to change written test
Because it include 12 papers
In which analytical ability is mention
Psychological test is already part of css exam

If there is no justice for deserving candidates then this system should be reformed.With educational critaria,age limit also should be increased so that self made and poor people may compete this exam like other countries of the world.

max age 26 with Mphil is the criteria of reforms

it will take 2,3 years even if reforms are approved. BA students can still appear in next 2 years rather than crying over reforms. and its good if qualification for CSS is 16 or 18 year education.
