What is the scenario of this job? Is it contractual? What are its perks?

Yes Engineers can apply; all they need is a bachelors degree for Assistant with a typing speed as mentioned. But you better you apply for Sub Engineer's post if you are an Electrical or Civil Engineer.

Engineers can apply but I would suggest that they better apply for Executive Engineer(AXEN) positions (BS-17) that are announced from time to time on FPSC. For these Sub Engineer posts, they are mostly looking for candidates with Associate Engineer Diploma from a technical institute.

All these jobs are permanent (pensionable jobs). Usually they get the salary package according to govt pay scale specified against each post. Beside the cash, they get medical coverage from Military Hospitals for the family, accommodation/ Govt hiring , GP fund and small loans facilities from the organization.
