General Age relaxation is the relaxation in upper age limit for all the candidates appearing in the test for a specific post.
Upper Age Limit for the post of IIR is 28years+5years general age relaxation= 33 years.
If you are below 33, you can apply without claiming any age relaxation. You are within the upper age limit.

Yes Domicile is must and it must be issued before the closing date of the post you are applying for.
As per my information the procedure of getting a new Domicile is as under:
Get the copy of your ID card+Original, 2 photographs, Copy of the ID card of owner of the house you live in i.e Father's or mother's CNIC copy, Recent bill of Electricity or Gas of that house. (Take also your Matric certificate with you.)
Go to the "Kachehri" and Contact with any "Type writer" or a lawyer sitting there outside the courts . He will charge you at least Rs. 200 & max Rs 600. He will type your data and make a file for you. Take this file and go to NADRA. Deposit this file there and they will charge you Rs. 200 for normal delivery i.e 10 to 15 days. They will charge you more for urgent delivery. After depositing the file , they'll give you a token. Preserve it and show at the time of receiving your domicile.

your I.T degree is invalid for this post, if you opted economics in B.a (part 1 and Part 2), then you are eligible
