They have clearly mentioned the requisite degree required, its of Computer Science, or Software Engineering or System/Computer Engineering hence Telecom Engr cannot apply for this!

But still, you can call FPSC in order to confirm!

Telecommunication graduates cannot apply for the post of AM (IT). FPSC is very strict when it comes to eligibility criteria.

If at the moment someone don't have certification that he or she can acquire
during the probation period. It is clearly written in the advertisement. I did BSCS. I applied for the job. I don't have Certification.
