I have listened that HEC scholarships are too difficult to avail.. Any idea ???

I guess in the coming week.

Any idea about the minimum marks required for qualification for a European country like Italy, Romania, Czech Republic, Turkey and Russia. I am planning to pursue PhD in Electrical Engineering from one of these countries.

There is only test city mentioned not centre what about centre?

It is provisional eligible list of candidates in which only test city name, form number, test date and eligibility remarks are mentioned. final list of candidates will be uploaded later.

Dear, good to know you are in Italy. Do you know of any other guys who are studying in Italy or elsewhere except for China? And kindly if you can tell how many scholarships are offered by Italy, Czech, Korea and other such countries?
And what was your score in NTS test? and did you first receive offer for China?
I'd be grateful to you if you can please answer these questions.
