Punjab is a Punjabi province but they recruit lecturers of Persian and students are encouraged to study Persian while in KPK Persian is ignored even it has much importance in history of Islam.

By hand and by post submission both are fine and work.But by hand submission is more secure since you will get signed reciept copy of the form which in case you do not receive your roll number can be used.

i have done MBA in finance, and BA in economics and stats, am i eligible for the post of lecturer in economic ?

No, you are not eligible.
B.a syllabus is very short.
You have not studied 60% of m.sc eco syllabus including econometrics .
