Are BCS Hons degree holders eligible for the posts advertised for MIT/MCS degrees ?

I applied for the post of Assistant programmer (BPS 16 )in ADV(02/2012) and got 68 marks in test and i have done BCS-hons degree .The adv copy is posted below:

16. SIX (06) POSTS OF ASSISTANT PROGRAMMER IN FINANCE DEPARTMENT

QUALIFICATION: (i) First Class Master’s Degree in Computer Science/ IT from a recognized University, or
(ii) First Class Bachelor’s Degree in Computer Science or BIT or BCS from a recognized university and possessing at least two years experience in the field of Programming/Data Processing.
AGE LIMIT: 21 to 30 years. PAY SCALE: BPS-16 ELIGIBILITY: Both Sexes.
ALLOCATION: Two to Merit, One each to Zone-1,2,3, and 4.

The commission sent me a letter that you have less experience and cannot be called for interview.I submitted an application to secretary KPPSC that i fall in the clause (i) of the above adv. obtaining 16 years of education and requiring no experience.But still my application was rejected.I need suggestion from seniors what should i do to appear in the interview.

Dear you have BCS degree without two years experience; thereby, you follow clause (ii).
