As per my understanding and knowledge, 3.00 CGPA is equivalent to 71.3%. This is because we were told categorically by our Dean that if we couldn't get 71.3% (3.000 CGPA) marks, we won't be eligible to apply for PhD.

Regards

Between 80% and 84.99% B+ 3.33
Between 75% and 79.99% B 3.00
Between 70% and 74.99% B- 2.66
Between 65% and 69.99% C+ 2.33
Between 60% and 64.99% C 2.00
Below 60% F = Fail 0.00

You have to calculate your percentage from your total obtained marks not from your GPA. Your percentage is 70.67.
