Default Is secretary (Bps-22) authorized?

Is Secretary of a Federal Ministry, competent authority to regularize anyone who is working on contract? if the posts are vacant?

No they cannot

They can only provide contract extensions, on the condition that the period of the project has not expired, but contract cannot be extended beyond the life of the project because the contract workers are not civil servants.

GhazMar, for God sake, Do not answer if you do not know anything. You are just 21 years old ,and Im 28 working as Assistant BPS 16 in a Federal Ministry. I know very well that a person employed on contract is also call a Civil Servant.

Every person who is working in government sector is a civil servant. so please do not missguide anyone.


I request any experienced, or a working civil servant please answer my question.

My father Amir Marwat, is THE federal secretary for ministry of textile & industries.

I'm still sorry that you are wrong. Kindly check Civil servants appointment ,promotion and transfer rules 1973.

Secondly, I did not ask about project workers. I asked about a person working on contract In a federal ministry in islamabad, that is different from project appointment.

He had to remove 25 officers of BS-16 whose contract tenure was up and they weren't related to projects.

Looks like your job could be in trouble...if you don't 'jaan pehchan' at the establishment division.

That might be some other issue. But Im appointed on contract on the basis of P.M assistance package for deceased. My contract has been extended second time but now I want to request my secretary for regulaerization
N thats a different case.

Government of Pakistan issued policy guidelines for regularization of contractual employees vide circular OM No.10/30/2008-R-II dated 29.08.2008, According to which from Grade 1 to 15 grades employees are eligible who are taking salaries from non developing funds. Daily wages and project employees are not eligible.

This issue got very much controversial and challenged in the court of law. The Islamabad High Court gave detailed judgement into the matter. For further developments please go through the following links:-
