I don't know. Is there ever a perfect time to be a prisoner, willingly?
Jokes apart, but the perfect time is when someone is alive and willing to marry you. It's hard to find both in one person these days. So, so hard.
Okay, I might still be joking before but the perfect time is when you're done with happiness in your life and want a taste of sadness.
Okay I promise I'll stop now. The perfect time is when you're financially and emotionally independent and you want that independence to be taken away.

The perfect time to marry is when you find someone you want to be with forever. But remember forever is a very long time. Make that choice wisely and it's always a perfect time.

But if you want a number I can't give that.

But unfortunately in today's busy life Late marriage has become very common in Pakistan. Due to shortage of jobs and recession young boys are not able to get jobs and they are not stable financially, So professional boys and girls are getting married in early thirties (i.e. 32 to 35 years). This is sad because 99 percent Pakistani boys and girls are virgin till marriage.
