Yes Civil Servants can play great role in educational development of area under their jurisdiction. There are Education Departments (Education/Higher Education/Education & Literacy Departments) in all provinces. Civil Servants including officers from PMS and PAS/DMG as well as educationists/academicians (professors/associate professors etc) are posted in such departments at various levels.
These Education Departments manage schools, colleges and universities and have interaction/coordination/support to the Registrars/Vice Chancellors of the public sector universities as well as Executive District Officers -who is usually the highest education related officer in a district - and who is also linked/report to District Coordination Officer/DCO. Education Departments are mostly related to formulation of policies for improvement of standards of education, regulations and supervision of education, preparation of Acts concerning education matters, management of finances (budgets), processing of various projects for new schools/colleges and repair/renovation of old ones etc. While the District Offices are mostly related to execution of policies formulated at the Education Departments/ Provincial Headquarters. Therefore, if vibrant/proactive officers are there in Education Departments at both policy formulation/execution levels, then there will be greater progress and development for promotion of education in the country....
