What is the Justification of AG office ?

The Gov. of Pakistan release the annual budget for every Department and every department has a Budget & Account Section to deal with these issues, i. e, keep an account of expenditures, paying of salaries etc. But strangely, here comes AGPR (Accountant General Pakistan Revenue) in between and all offices required their approval before spending any money. In addition, their approval also required in many other things like leave, pension of the employees. This procedure prolong the decsion making in offices and disturb the smooth running of gov. dep. working.

Now come to the working of AG office ....... They have a corrupt system in place in their office and have set the "rates" for every approval of bills and and other works they do. Pensions and salaries are delayed to get bribe.

I wonder what is the justification of this office in gov. set up ? The gov has another Audit Dep which does the audit of all departments and look for misappropriaton in accounts, then why the gov has open doors to spread corruption in society through AGPR ? Ask any Gov official and he/she will tell about the bribe he/she is forced to pay to AG offices staff. I think the Gov. itself is not sincere in ending corruption from the country and the presence of such offices is a proof of that !
