Lightbulb Govt. Service Rules for promotion/seniority

will any 1 plz tell me... if some 1 has been doing a job in a gov. org. in grade 17 under provincial psc for a period of 5 yrs. then s/he gets another job thru fpsc in another dept. will s/he be entitled to seniority according to the 1st job. as the shift in job takes place thru proper channel.
i knw 1 gets monetary benefit in pay bt i m asking abt seniority in promotion.

will the 5 yrs in service in the first job will be considered when promotion in next grade is due in the 2nd job???

Avoid regular use of "Netspeak" or other "cute" grammar or spelling (For example: writing "R U a woman?" instead of "Are You a woman?").

no, generally your previous service length in other department will not be considered during the process of promotion.If you will mention post and department,the picture will be more clear..

1st job was lecturership and 2nd is administrative

In fact your promotion in new department will be based on your merit list number.You will just receive monitory benefits i.e increments earned in previous job and pension benefits.If your merit number in final merit list of current job is up,you may hope rapid promotion.

If both posts are in BPS-17, Yes...... Your required reference is “Appointment through Transfer per Para 4 of the Civil Servants (Seniority) Rules, 1993."
If both posts are not in BPS-17, No.

Both posts are bps 17 but it was not a regular transfer from 1 dept to another rather it happened when employee applied for other dept but went through proper channel and then employing govt are also different 1 being federal and other provincial.

Definition:
An appointment, applied for through proper channel and relieved off properly for is called "Appointment by Transfer" or "Appointment through Transfer".

Let your probation be terminated. Then, write an application stating the reference "Appointment through Transfer per Para 4 of the Civil Servants (Seniority) Rules, 1993" and requesting upgradation of your position in the seniority list. If done, means your previous service is counted for promotion. If not, consult a lawyer to initiate legal proceedings in service tribunal. You will definitely win.

Wait for reply and pray. You deserve it. Your 5 years shall not be wasted; At least, not that much easily.
