You can send friendship request to anyone. Its quite simple. You don't have to make any post on the forum for this purpose.

You need to visit that member's profile and click on Befriend <User name>.

Like if you want to add me as friend, visit my profile. On the right hand, you will find a small section "Friends". There is a link labelled "Befriend Andrew Dufresne". Click on it. It will take you to confirmation page. Click on yes. That's it.

The user will receive your request and if accepts it, he will end up on your friend's list.
