Yes you can as mentioned in the advertisement. However you have to submit two forms, one for Asst Dir and other for maximum 3 staff posts but I am wondering about the test.

Every government job is initially considered as 1 year probation and on contractual basis. Like all other jobs, after 1 year these jobs will be permanent as well.
You are eligible and can apply.
