In key, answer would probably be 2. Because paper was likely set by either an inexperienced person or non technical person to law, that's why controversial questions were designed in the paper such as age of Hazrat Umar, Nab ordinance questions copied from the OLDER VERSION. Section 7 (a) of NAB Ordinance 1999 clearly state that "Deputy Chairman, National Accountability (Bureau). (a) There shall be (two) Deputy Chairman appointed by the (President) in consultation with the Chairman NAB".

If anybody has doubts kindly provide your email address and I will mail you the latest snap from NAB Ordinance.

You are right. If in 2016, amendments are not occurred, then the answer would be 2. If it is unlike to that then answer can be different I mean it can be one as well. Your source is of 2015. We are running 2016.
