Second Notice for documents submission have been issued in which on 10 candidates are given. What is purpose of this Notice, as test qualified candidates are waiting for interview?

I think the candidates who were asked to submit their documents within stipulated time in order to determine their eligibility are subject to the scrutiny of their credentials.
Those failing to prove their eligibility are rejected and the ones on awaiting list/second in merit, are notified to do the same. Unless the required number of candidates are not nominated for interview, FPSC so issues first, second, thirt, fourth NOTICES..

It sounds to me like a missing minority quota.

its mean no rejection on the basis of low merit marks all candidates who submitted the documents are pre selected ????

you are right...there might be some candidates who hadn't submitted documents for the said post...they might have got job somewhere else bcz 9 months have been passed. so might be some shortfall of candidates. this means that no candidates will be rejected on the basis of low merit who hv already submitted the dovuments.
