only mentioning masters degree and not specifying the trade clearly means 16 years of education is the only requirement. so engineers are very much eligible

Have a look at the AD IB advertisement of Feb 2015 ...
Case No.F.4-26/2015-R (3/2015). THIRTY ASSISTANT DIRECTORS (BS-17 PLUS 20% SPECIAL PAY AS PER GOVERNMENT POLICY), PERMANENT, IN A FEDERAL GOVERNMENT ORGANIZATION.
MINIMUM QUALIFICATION: Second Class or Grade‘C’ Master’s Degree [B][COLOR="RoyalBlue"]or equivalent. [/COLOR][/B]

Here in FIA ad, the words "or equivalent" are not included. So it's obvious that only Masters are eligible, engineers and other 16 year graduates are not eligible.

Master Degree requirement means 16 years of education,

As per HEC Equivalence criteria 16 years bachelors= Master.

It is HEC which will decide about masters not FPSC.

Is PEC number compulsory for all these jobs before closing date ?
If I get my PEC before interview ,will I be eligible or not ?
It will take 3 to 4 months for PEC registration

I think PEC number has nothing to do with your eligibility other than the posts for engineers. For AD, FIA only degree is required.

Master mean 16 years of education.
if it is not mention, you dont need to worry.
Engineers, doctors, pharmacists all are eligible.
The pre selected candidates after 100 MCQ's screening will have to appear in English essay and composition comprising of 100 marks.

i don't think there would be english paper after screening. had there been any such paper, fpsc would have clearly mentioned it. In AD IB case, they had clearly mentioned about english paper.

If FPSC recommends you in interview then it will demand equivalence certificate by HEC.

I have been graduated from a foreign university and my university is not recognized by HEC. However, The process of getting equivalency certificate from HEC is going on.
Am i eligible for AD FIA post as I have 16 years education. I am a mechanical engineer.

you are eligible if you have 16 years education equivalent to BS or M.Sc.
if you qualify the test, FPSC will demand equivalent certificate attested by HEC.
