As a whole is a little bit cruel or may be injustice
I think it should be batch wise.
Nonetheless fpsc has its own secrets

in my opinion batch wise merit is also injustice because it is possible that all candidates with good preparation may be placed in one group and all with lower level of preparation in other batch. FPSC should take exam in single batch only.
