Yes you can.

Download application form, submit fee and fill the form.

Send it to OTS's address. Which should reach the destination by 5th. Last date is 5th which means that application should reach them by 5th.

A mile in 7 minutes is a professional fitness level. This is not easy at all. A guy training in Sihala since 7 months has the best of 7 mints and 50 seconds for a mile.
If you have been out of sports/physical training for few years then it is going to take you months.
