I tried to solve this question and concluded that it would be 19:59, the sum of which will be 24, because:
-the highest possible value of the hours portion is 23 and the last possible value of the minutes portion will be 59.
-9 is the biggest digit. it can not be put at 1st place in hour but at 2nd place; and subsequently, in the minutes portion, 9 can be put at 2nd place only.
- Accordingly, the biggest possible digits for first place in the hours' and minutes' portions, are 1 and 5 respectively.
Now, let's c whether it is rite or wrong. :)
