Exactly. I saw a result for AD with just 87 marks and he was shortlisted.

as far as i know, there is a quota & merit setup and top score bearers are chose from different regions depending upon quote and merit.
thus, someone scoring 87 might be in the top scorers of that particular group, while someone scoring 144 might not be in the top scorers of his\her group.

Should there be an outline for the eassy or write the essay with headings ?
Or no headings at all ?

No, there is reserved quota for women, minorities, disabled persons etc.
maybe who secured 87 marks and was shortlisted belonged to minority or disabled quota, you never know...

87 out of 200..Sir kindly have a look at that person's NIC number series ..he might be from Punjab Quota.

If the examiner demands outline , then go for outline otherwise no need .
