The candidate difference you are referring to was because of domicile. I know this because I scored 139/200 that year but wasn't called for the next stage because of my Punjab domicile. My batch match from uni (also from Punjab) scored 142 and he was called for the next round (though he didnt qualify for the last stage). The qualifying criteria was 140 for Punjab and lower for other domicile.

Now I am not saying that all the testing services, govt or private, are the pristine manifestation of the Virgin Mary. Yes 'DO NUMBERI' goes on even in FPSC. You can easily find court cases and news article links on the web for nearly all testing service. But you need to stop pushing this "illuminati-esque" grand conspiracy of mass corruption and do numberi. In my humble opinion the paper can be justified if we consider the Number of candidates and the POST. It was designed for a targeted group of applicants like a person having knowledge of Pak geography, history, psychology, economics, most importantly I.R, history and excellent analytical skills with swiftness of wits to tackle 200 mcqs in 120 minutes.

And there are such candidates with most of the required attributes
although few but certainly there are some.....

THere was no negative marking at that time.

People having a computer or economics degree had a clear edge, how can you say Nts has to do this. Last time no of mcqs from different subjects were evenly distributed so no one complained.
It is not about making test difficult, you can still make a difficult test while providing level playing field to all of the applicants.
And this time there are separate vacancies for ad computer, so what was the purpose of giving a major portion from computer/programming?
