No, actually they keep some candidates in reserve, in case some one rejects the offer or disqualified during security process, they call next candidate in merit.

One of my friend told me that in May call letters for JE-Admin will be issued to those applicants who received security form in Oct-Nov, 2014. This is for those who gave interview in June, 2014..
