Ask your university administration for transcript of four semesters that means B.Sc of two years then you are eligible to appear in CE-15. CSS require 14 years education for eligibility.

Registration for CSS will start in October IN SHA ALLAH. But your result will be announced in Feb, so, I am sorry you cannot apply for CSS-2015.
No, 2 CGPA doesn't matter as it is a 2nd devision...
