I went for CPEC, but made a blunder : did not write outlines as I did not read the instructions carefully... would that be a fatal mistake ?

Whereas major portion of my essay was based on internal crisis of Pakistan and how can Pakistan subdue the crisis..Power shift, China's gains, and geopolitical dynamics of South Asia gave in one page paragraph

I cannot find anything regarding CCE 2017 on SPSC website even though I have been checking for months. When was this exam held and where was it announced?
