First of all, the questions in CE-2017 weren't out of syllabus, they were just unexpected because for some reason FPSC gave an abundance of questions from Electrical portion while barely touching other portions from paper 2,it was infuriating but it wasn't out of syllabus.
Second, go through syllabus, see for yourself how many topics you are already familiar with. If you're familiar with more than half of the topics in both papers, then I'd say you have a fair shot of doing good preparation for the course, as rest of the syllabus could be covered easily. However, if you only know two or three topics in the two papers, then you'd be better off choosing an other subject.
