Again, the point is that the topics have a finite level of nesting. Take for an instance this question in Paper ll:

Describe the Stern Geriach experiment that provided experimental evidence of the space quantization of atomic magnetic moments.

Of all the topics mentioned in the Modern and Quantum Physics section of the Syllabus, where would you place this question? Probably, in the "1. Angular momentum". Yes, it is in the scope of this topic. But if we accept this logic, then the syllabus covers almost whole Physics in the world ever taught in the universities. There is always a limit to the depth of the Syllabus, so in my opinion it was out of the Physics CSS syllabus, even if it was in the Physics syllabus per say.
