Assalam Alaikum,

I think Corruption exists at all level of governments, as we see all over the world corruption now takes new meanings when the money is not directly offered, but incentives are used for officials in many forms.

Look at Abramoff Scandal in America, and Bribery case in Indian Parliament.

Whatever the case may be, from my personal experience as Pakistani we are so accustomed to giving a bribe or as it is called "TOKEN MONEY," that everytime one visits a gov office, we can't help but to offer bribe, even if we are not asked. I think this the real shame.

That's why both the the giver and a taker should be punished to make the fight against corruption effective.

Every time an individual offers a bribe, it means we are awarding the bad behavior of our officials, and encouraging them to KEEP IT UP!
