Assalam Alaikum,

I think Corruption exists at all level of governments, as we see all over the world corruption now takes new meanings when the money is not directly offered, but incentives are used for officials in many forms.

Look at Abramoff Scandal in America, and Bribery case in Indian Parliament.

Whatever the case may be, from my personal experience as Pakistani we are so accustomed to giving a bribe or as it is called "TOKEN MONEY," that everytime one visits a gov office, we can't help but to offer bribe, even if we are not asked. I think this the real shame.

That's why both the the giver and a taker should be punished to make the fight against corruption effective.

Every time an individual offers a bribe, it means we are awarding the bad behavior of our officials, and encouraging them to KEEP IT UP!

Thanks.

Alleviating corruption:

1) Empowerment of the public. Devolution in true sense.

2) Prevalence of Justice

3) Rule of Law

4) 100% increase in salary of public sector officials along with strict collection of direct taxes (to avoid budget deficits).

5) Clean salary. i.e. no facilities like vehicles, fuel, telephone, battery of servents etc. to any officer. (An officer getting Rs. 10000/month with the facilities tends to be more corrupt than an officer getting a clean salary of Rs. 50000/month) 'There is no difference between both packages'

6) Creating a head on every department and holding him responsible for every kind of corruption/highhandedness that surfaces in his department. Anything messy in the department should immediately bring forth resignations or forceful expulsions of the unscrupulous officials. (This is called inter-departmental checks)

Pre-requisite: A sincere authority at the helm.

7) Dwindle the quantity of departments. NAB should be shut down.

8) Controlling inflation.

9) Nationalization of every thing. Corruption can not be eradicated as long as elitism prevails.

OR

9) Privatization is an enemy of corruption as well. Market-based economies eliminate opportunities of corruption, hence help a lot.

10) Turning Pakistan into a welfare state.

11) Meritocracy.

Regards,

(If anything remains unclear, explanation can be demanded)

Default Heads over heads

Aadil u have a clear cut vision for a true democracy. these things that u mentioned are almost clear to every educated person. I have asked that when ur in front of a govt. official what proofs will u attain and where from will u attain to justify that what ur saying is right...Of course u cannot confront with them without any proofs. take any example from the points u mentioned like RULE OF LAW..how can u justify that NO LAW EXIST i mean which govt. decisions u will fire on?
secondly Adil how many heads will u force in each department...every head who has a BIG SCREEN is corrupt...then u will come up with HEADS on these HEADS.. and it will go on....

Salaam,

Thanks for the compliments.

You came forth with two more question:

1) Cases to prove absence of law.

(I don't have a clear-cut answer to this question. Actually the question must have been like 'where does the law express its presence in Pakistan'?

I can not priortize the instances. Let me have some time for this question.

2) The head-heads cycle.

Brother, 'political will' is one pre-requisite that is indispensable for alleviating corruption. If you don't have it - you can not bring any change. (Mark this)

I took that notion from the Economic System of Allaudin Khalji. The accountability for the top most head of a particular department in case of highhandedness/corruption (of the department) gave best results in his time. According to me, the theory is applicable today as well.

Regards,
