Bottom line: It's a matter pertaining to employment of the recruiting agency and not corruption since the rights of those who've already applied are not being violated as they still stands a fair chance for getting those posts.

I do agree with you. Approximately all government jobs are on ad hoc based and then become permanent. So basically the candidates selected on NTS will have to serve for one year and then will be fired on arrival of candidates from KPPSC. To my understanding this is the irregularity, If they are in so much need why don't they keep the candidates from NTS on permanent basis?
