Yes agreed. It's not about ruling the people and that is what I meant. If you really run the institutions and democracy as per the rules then the local government has authority over PAS. So, if democracy is strengthened, PAS's interference in administration would be limited rather it would become a coordination body instead of an administration one. In short, according to papers, actual administration belongs to mayor instead of a Deputy Commissioner. Yes, in most parts of the country, DC's administrate the district; why? Because local bodies are not mature yet. As soon as that maturity approaches, Mayors, chairmen and Nazims would become the real administrators as they should be (per rules).

Similarly, on national level, once our politics become mature, no institution or establishment would consider it wise to interfere in internal affairs. That day, Prime Minister would become the real chief executive of the country and an MNA (or MPA and mayor at local level) would be the real representatives of the people. And I hope we are gradually entering that phase when elected members would be the real administrators and institutions would be the real coordinators as per real democratic norms and rules.
