Your outline is good but there are some points which I have found necessary to mention:

The essay is argumentative. It should be reflected in your outline the stance you have taken either for or against. The curse of over-population gives the idea that you are talking about "effects of over-population." Also, your point no. 4.9 is irrelevant to the topic. Diseases/health issues have nothing to do with human capital. This point could be added to the "effects of population" type essays. The key word here is over-population vis-a-vis human capital.

Modern technology usage and training to raise productivity. The former part contradicts the latter one. The use of modern technology means machines which reduce human effort. In this way, the over-population will affect more because employment will be decreased. The former point should not be written.

Lastly, do not write long sentences in outline. Try to use shorter sentences.
