Your thesis statement does not match your essay.

1. Your essay is "Poverty in Pakistan" and you are talking about global resources.
2. You want to say that resources are not limited but in your essay you didn't provide any evidence for that. You will have to prove that resources of Pakistan are enough to feed it's population.
3. There are no points mentioning flawed economic policies and poor political decision making explicitly which you had claimed to be the cause of poverty.

You can either incorporate these points in the outline or change your thesis statement and make it in accordance with your outline.
