Assistant Commissioners are abolished under new Local government act in Punjab
In 2019, PTI led punjab government reinstated the local government structure with some major critical reorientation in it's previous structure. According to the proposed legislation, the new local government setup will be a completely autonomous governing body elected and constituted at city, Tehsil and village levels. All the municipal administration powers are conferred to said elective councils with directly elected heads of local governments. I would like to know about the fate of the once glorious PAS after such arrangements, whose Deputy Commissioners at district levels will be washed out of their administrative powers. I have also read about Cheif Officer designated directly under Tehsil Council responsible for the entire administration of its concerned Tehsil. After such radical rearrangements, what will be the case with Assistant Commissioners? Please clarify.
I also think that such frequent maneuvering with the administrative cadres is somehow equivalent to the exploitation of the unprotected professional rights of the civilian bureaucracy. Ironically there is no formal channel of communication to convey such professional sentiments to those elected personals whose policies (Despite proven faulty over the times) are not favorable to the decorum of their service. Even the elites of PAS and other affectees by the said legislation are silent on the subject just because of a blanket concept that they don't have any mandate to participate. After all civil servants have political role if not so called legitimacy. Please Comment
