Totally agree. Anything between 25 to 50 for 1 seat is pretty rational policy. And please be realistic, we all know very well how papers are being checked . It is obviously impossible to check papers of 25 to 30 thousands candidates thoroughly. We can expect better marking with less number of papers.
And regarding candidates let me tell you my experience of CSS 2021. 4 out of 5 people I met at the centre were there to just get an experience of CSS. I seriously think that there should a screening test for CSS too.
