Dear Khakan: Undoubtedly you have comprehensively given the conclusions and they seem to be most appropriate yet a few of them would never be easier to implement.

I feel a slight contradiction in these statements, Yes Quality education is needed but most of all education is needed. By abolishing the Quota Govt. will loose the rare chances to educate people from rural areas.
