yes, there is a bond that you have to execute with the Ministry of Education guaranteeing that you'd serve the country for 5 years upon return to Pakistan, soon after your studies end. However, since the British Government is funding the scheme, Pakistan Government is not too keen to enforce the bond. But UK govt usually disallows students from staying back in UK once they have finished their studies.

yes, as long as you have 16 years of education, you can apply for it in any field that you choose. As a first step the ministry would nominate 30~40 odd people based on the results of the NTS. Quotas would apply uptil this point. Thereafter your documents, which will include your academics qualifications plus 2 essays that you will be required to write, would be sent to the Commonwealth Commission in UK. At this point you will have to justify the choice of your subject and its benefits to your home country. If you that well, Commission has no issues in allocating you the subject of your choice.
