Thanks for raising such an important issue, but this simple question has that much difficult answer. In my opinion

1. It is not just the question of good leadership as we may have a charismatic leadership for some time but after that, we have same corrupt governments. This is clear after death of Quaid e Azam.

2. What we need is a better and reliable system that could produce honest and competent leadership, while blocking corrupt government. What we have is actually quite opposite of that system.

3. The reasons for persistence of such a system that promotes corrupt leadership are historical. Firstly for most of our history we were living under the rule of monarchs, and after that britishers also ruled us.Secondly after independence Quaid e Azam unfortunately died very earlier so that we dont have a leadership that could have guided us. Thirdly ensuing leadership looked at pakistan's people as just like herd that could be controlled by force and divide and rule policy like those of britishers. It is because the bureacratic rulers considered political leadership just like management of city, more particularly a matter of law and order. Military rulers just made a mess of what already existed. After that episodes of civil and military rules could not make stronger institutions to run the country.

4. So what to do? Answer is to wait. Because it is not just some periods of good political leadership but a matter of strong institutions that paves way to only competent leadership and blocks otherwise. Essential requirements are off course education, non military rule and strong judiciary. So we need time for strong institutions to emerge and INSHALLAH we would have it.
