Dear Colleagues!
As we all know that CSS is the only hope of the thousands of students of the lower middle class. At least FPSC is the institution which we feel is free from biases and works on merit.
It is unfortunate that the civilians whether in Government service or outside it have to pass the CSS exam while the Army officers of a rank of Captian are inducted directly by the GHQ without any exam.10% quota is reserved for them only in the top three groups: DMG, Police and Foreign Services. As per army rules, the top ranking officers are not sent but those who cannot perform well are sent. no exam no criteria only the sons of powerful generals are sent.
They are not only inducted but given the top Seniority as per the Establishment Division 1990 Occupational Groups Rules. In other words, they are given top seniority even above the one who has topped the CSS exam. this we must condemn on the following grounds:=
1- It is a flagrant violation of the basic fundamental right of equality as given in Article 25 of the Constitution of Islamic Republic of Pakistan. If people from army can be inducted into the three top occupational groups without any exam then why not all those who are in other services of Pakistan?
2- Giving them the top seniority for no reason is violation of the principle of social justice. the seniority of those who have worked hard for qualifying CSS exam in being disturbed by the army officers only because their institution is powerful.
3-It is a great injustice to the thousands of qualified students of Pakistan who are looking upon the Civil Services as the only hope.
4-They not only disturb the seniority of their batch mates but also rush to the military dictators because their loyalties are always with the previous institution (army) and through out the service they retain the nomenclature (Captian) of Army
5- It is also injustice to the civil services. The civilians who qualify CSS are highly qualified with some having done PhDs.The Army officers on the contrary do FSc and then only graduation from PMA in Artillery which has no relevance with the civil services. Civil services require high intellectual calibre. Also that they do not send the officers having high Officers Efficiency Index (OEI) numbers.
6- they are not inducted to the other groups but only to the top three groups.

Brothers and Sisters let us unite, with collective voice, write to the newspapers for so many times as possible, and appeal to the Chief Justice of Pakistan to take notice of that and abolish this special privileged quota for the Captians.
