Its not an issue about data entry operators. It is not necessary that all the candidates of css-2009 who have applied for css-2010 will actually appear in the papers. 'Who actually want to appear'! Others have applied for fun sake? Then they should wait till 3 or 4 March I think many others may change their mind. This is not a reason, they are supposed to manage all the clashes.
Then why don't they ask all the candidates of 2010 and arrange exams for only those who actually intend to appear? Another right thing as per your theory! This is not about data entry operators this is about a three to four lines SQL query from database they already maintain.
