Why you want to limit it at 35 then?

The service itself gives you plenty of opportunities to pursue higher education. Lot of people go during their service for higher education.

It shows one's lack of career planning, if he decides to appear in the exam at the age of 35.

Equal opportunity already exists. Talking about basic rights and equal opportunities for all is mere rationalization of one's failure to plan.
