it is through this way that the provinces can be fully autonomous.

but at the moment it is, definitely, not in the interest of Pakistan as this country is not economically rich and its center depends significantly on the provinces' tax and revenue generation.so is the case with india and many other Third-World countries even China where the provinces or federating units are partly autonomous.so, Pakistan is not alone in this long haul.
