the provinces can be made fully autonomous by delegating all the important subjects of local importance to them especially by eliminating the con-current list.the tax and revenue collection powers should also be given to the provinces.the centre should only have CURRENCY, DEFENCE, FOREIGN POLICY, FOREIGN TRADE etc and such other critically important national departments.
it is through this way that the provinces can be fully autonomous.
but at the moment it is, definitely, not in the interest of Pakistan as this country is not economically rich and its center depends significantly on the provinces' tax and revenue generation.so is the case with india and many other Third-World countries even China where the provinces or federating units are partly autonomous.so, Pakistan is not alone in this long haul.
