No, neither facts nor the art of quoting facts is secondary. There are some technical essay topics where you have to present facts and figures mandatorily. I suggested you to keep your facts within reasonable limits. Your essay should not like look a collection of figures. It should maintain its identity as an essay.

Essay is the test of your = Grip over grammar + proper sentence structure + Knowledge about the subject matter + Presentation skills to balance the essay
Major fault in any of the above factors of the equation can cause ones failure.

There is no harm in lengthy outline but again you have to be very careful while presenting outline. Outline is a vulnerable piece of your essay. It gives first impression and occupies the mind of assessor. So try to put best impression in your first try. Don't include minute details in the outline, outline should not look like essay body, it should maintain its identity as an outline despite your details.
