you seem to be going in right direction. Logically youth from such schools (and possibly their parents as well) don't want to join Govt. because their way of living is costly and they find it hard to maintain their life style with Govt pays. And also after spending too much on schooling why will they join Govt offices where the pay of their whole (serving) life sometimes equals to their past schooling expenses.
