The difference in DMG&PCS DDO(R) is that the former wud get their first posting at tehsils of big cities .The officers of PMS(PCS) got first posting as Section Officers and after one year they were posted as DDOs(g)(c)or(s)whereas DMGs were posted as DDO(R)s. DMG officers are given preferencial treatment at tehsil &district level vis a vis PCS Officers not because of their competence but only by dint of their affliation with a particular group.In Pre-Devolution period,DMGs,after 05 years(training+field posting), were posted as Dy.Secretary in Civil Secretariat As dy. Secretary they used to learn the working at sectretariat.But after devolution DMG has witnessed a lot of deterioration in terms of quality of intake and their resultant work.There were times when best men joined civil service and the best CSP/DMG but after Devolution even those guys who joined civil service prefered PSP.As a result those candidates who ordinarily would have joined Income Tax like groups have joined DMG.As a natural consequence, post 2001 DMGs wield respect and power not owing to their competence rather because of their affliation with a particular group.This is the main difference b/w a PCS and DMG DDO(R).Again an other thing is to mention;PCS Association has taken up the PCS officers cause and inshallah the Difference ,mentioned by Khattak sb will soon come to an end.
