Talking in terms of million/millions sound better in a situation when figure is at leas one million. Speaking in terms of million for a figure less than one million sounds out of the fashion. Yes, when you are writing a report, or any statistical document which is uniformly based on some set rules and million is a norm in that report than you can say even Rs.0.001 million because it is the standard practice in such report.
Generally, leaving aside standard reports, figure less than one million is narrated in its original full form i.e. Rs.100,000 (One Lac (pronounced as Rupees one lake or Rupees hundred thousand).
