Apparently the interviewer didn't want the guy to use Lac. For some reason, he wanted him to follow the international standards. You're absolutely right about the "less than Million" thing being out of fashion & I think in that case he should have just said Seven hundred Ninety Six Thousand & Ninety Five Sq Km.
