No. Cantonments do not fall under the jurisdiction of District Governments or for that matter provincial governments. These are federal areas operating under MPML (Manual for Pakistan Military Law).
And secondly, CEO or MEO have to report to the Cantt Station Commander and/or Log Area Commander.
