I think the same that the government must be able to conduct the state writ.
It must not be the ordinary people who could do the killing.
The blasphemy laws should be improved to avoid abuse of these laws.
There should be a proper procedure otherwise a group of people could kill anyone and say he was involved in blasphemy.
